A localized ceasefire in the Russian-occupied Ukrainian town of Oleshky began at 8 p.m. CT Monday, Oct. 26, which was 3 a.m. Tuesday in Kyiv. It is meant to open the way for a humanitarian mission, and the White House says First Lady Melania Trump brokered it.

Officials in both Kyiv and Moscow have confirmed it. Both sides kept firing elsewhere. Vladimir Saldo, the Russian-installed governor of the Kherson region, said at 5:22 a.m. CT that the ceasefire was being observed only around Oleshky and that aid was “assembled and ready for transport,” not delivered.

The Ukrainian outlet ua.news reported at 1:51 a.m. CT that the Oct. 27 evacuation had been postponed, citing a correspondent for Russia’s Vesti, who said clearing a safe corridor could take several days. It is a single report, and no official has confirmed a postponement.

What Kyiv and Moscow have said

Dmytro Lubinets, Ukraine’s human rights commissioner and head of its negotiating team, said in a Facebook post: “I confirm that the Ukrainian side is honouring its commitments.” He said the terms were agreed with Yana Lantratova, who heads the Russian team.

Kyrylo Budanov, head of President Volodymyr Zelenskyy’s office, wrote Tuesday: “An important humanitarian mission has begun in Oleshky.” He added that “a bilateral ceasefire has been declared in the area where the mission is taking place.”

Russia’s Defense Ministry said on Telegram that its forces ceased fire in the Kherson direction from 4 a.m. Moscow time, the same moment, “in connection with preparations for a humanitarian operation.”

Kremlin spokesman Dmitry Peskov said Tuesday there had been no reports of violations so far, NBC News reported. Ukrainian Marine Corps spokesman Pavlo Drohal said that as of 9 a.m. Kyiv time (2 a.m. CT), “the enemy is observing the ceasefire.” AFP reported at 4:32 a.m. CT that the ceasefire was tentatively holding and said it could not verify any drop in fighting.

Pope Leo and the White House release

The Holy See said Pope Leo XIV spoke with Russian President Vladimir Putin on Oct. 16 and called for a ceasefire to allow food and medical assistance in and the voluntary, safe evacuation of civilians. On Oct. 19, Vatican News reported, he referred to that request in a call with Zelenskyy. The Kremlin said at the time that Putin voiced support for the Vatican’s plea. TASS reported that, according to the Kremlin, Putin also gave the pope explanations of what it described as Kyiv’s responsibility for the situation.

The White House announced the deal Oct. 23. Its release said Melania Trump acted “in her formal role as Exclusive Intermediary” and quoted her saying that “without my intervention” aid and evacuations would have been impossible.

The release said she used a channel set up through earlier efforts that reunited 34 children with their families in six reunifications. The release is the only source found for that figure.

The release gave Oct. 29 as the start date. TASS and RIA reported that Russia’s chief of general staff announced on Oct. 23 that it would begin at 4 a.m. Moscow time Oct. 27, and RBC-Ukraine reported that the two negotiating teams confirmed it Oct. 24.

Zelenskyy said Oct. 23 that Ukrainian, Russian and U.S. negotiators would meet at a technical level in Abu Dhabi in the first half of November.

How long it lasts is reported differently

The Associated Press reported the ceasefire is due to last through Saturday, or longer if needed. It did not name a source for that. NBC News reported that neither side had said when it would end.

Zelenskyy told Ukraine’s TSN on Sunday: “It will be several days, because humanitarian missions need to get there.” NBC News reported that Russia has to clear mines from the roads and Ukrainian forces must verify them. BBC and RFE/RL put the evacuation at Friday, Oct. 30, and AFP said observers would enter Thursday.

Kyiv Post reported that no independent monitoring mechanism had been named publicly. Hromadske reported that Ukraine, Russia and the United States are expected to monitor compliance.

The United Nations says up to 2,000 people remain in Oleshky. The U.N. human rights monitoring mission has said no food has been delivered since the end of May, NBC News reported.

Strikes elsewhere and a local doubt

Casualty counts differ by source. Reuters reported that a Russian missile attack on Kyiv since Monday evening killed at least one person and injured 15, including students in a dormitory. The Associated Press, citing city officials, put the Kyiv wounded at 12.

Russia’s Defense Ministry made its own claims about what it hit: transport infrastructure in Kyiv, a logistics hub in the Kharkiv region and other sites it said were used militarily. Reuters said it could not immediately verify them. Russia and Ukraine both deny deliberately targeting civilians.

Zelenskyy gave a third set of figures: 16 ballistic missiles and more than 280 drones fired at 11 regions, according to the AP. That is his account, with no independent confirmation in the reports reviewed.

Yaroslav Shanko, who heads the Ukrainian-held Kherson city administration, said: “It’s too early to say. Let’s wait and see, because you can’t trust the enemy, especially the Russians.” Local authorities said only Russian reconnaissance drones were in the sky.

What is documented so far

The hromadske report, quoting a Ukrainian military source, said at about 4:26 a.m. CT Tuesday: “The ceasefire is actually holding, but nothing is happening yet.”

Budanov wrote Tuesday that Lubinets has traveled to the site to coordinate the process. Ukraine’s General Staff said the ceasefire applies only to designated areas tied to the humanitarian operation and asked the public not to share unverified details about routes or convoys.
